Then there are ways to make content more easily digestible and remember-able without overburdening the learner's cognitive load capabilities.

Training is worthless if it doesn't translate into real-world application. Through a focus on best-practice use, memorable learning aids, hand-on assessments that show that not only the content was absorbed, but also the critical thinking behind the content  and how to extrapolate the learning to similar situations, and follow-up exercises, reminder "just in time" resources, and incremented practice and/or consultation,  retention is assured.
